Lze to úředníkům v době krize vyčítat?

Jistě, mohli koupit školám něco užitečnějšího a nebo měli jinou volbu - nepotřebné peníze vrátit do státního rozpočtu - ale to by pak někoho někde mohlo napadnout, že vlastně tolik peněz nepotřebují a třeba by to v dalším roce poznali na účtě.

Ostatně takový je běžný postup v příspěvkových a rozpočtových organizacích - na konci roku utratit, co se dá. Nic nevracet, nebo nám příští rok tolik nedají... smutné vánoční kino

Nejsme vševědoucí, nejsme experti na všechno, nemáme věštecké nadání. Troufám si říci, že na světě není jedince, který by dokázal obsáhnout všechny obory lidské činnosti na takové úrovni, aby se v některém z nich nemohl dále zdokonalit.

I my jsme mnohdy překvapeni stavem věcí, které jsou pro jiné každodenní rutinou.

Například ve zdravotnictví – kdyby zdravotní pojšťovny dnes investovaly do zdraví jistého pacienta řádově desítky tisíc korun dnes, nejen, že by v budoucnu ušetřily statisíce na jeho další léčbu, ale samotnému pacientovi by zkvalitnily zbytek života – dokonce by se vyhnul invaliditě a mohl by tak být prospěšný i z celospolečenského hlediska a platit své pojišťovně zdravotní pojištění (za invalidu pojistné hradí stát – tedy daňový poplatník).

Přeposílané maily

Čas od času dostanu e-mail, který mi sice pošle někdo z mých přátel, kamarádů či rodiny, ale jehož autorem není nikdo, koho bych osobně znal.

Často je obsahem zprávy informace ne příliš lichotivá o tom či onom politikovi, lobbistovi či podnikateli nebo mail obsahuje konspirační teorii o té či oné události. Vždycky mne překvapuje, kolik lidí je ochotno přeposlat informace, které se ani v nejmenším nesnaží ověřit z veřejně přístupných zdrojů – například ze stránek Statistického úřadu (jde-li o interpretaci ekonomických či demografických dat), z obchodního rejstříku (jde-li o členství v dozorčích radách apod.)

Pro mnohé je snazší zprávu přijmout, rozčilovat se nad ní, možná se i děsit a poslat dál, než aby ji podrobili sebemenšímu posouzení – Kdo ji asi sepsal? Komu prospěje? Komu uškodí? Co je na ní pravdy?

Vždy, když podobné zprávy čtu, naběhne mi v hlavě melodie z muzikálu Dracula, kde sbor zpívá: „Jde o peníze, jde o moc!“ a já vím, že se podobného přeposílání účastnit nebudu – než přeposílaný mail, raději svým známým, přátelům a členům rodiny pošlu osobní mail.

A děsit se neověřených zpráv? Přemýšlejme!

Také jste přijeli k semaforu jako první, zarovnali předek vozidla s bílým pruhem a zjistili, že na semafor z auta nevidíte vůbec nebo se musíte všelijak naklánět, abyste jej viděli? V Plzni jich je hned několik...

Uhnete-li před nájezdem na most Milénia ze Slovan dolů k Hlavnímu nádraží, dostanete se k jinému semaforu. Zde jsou světla seřízena tak, že pod železniční most dle pravidel silničního provozu projede maximálně jedno, dvě auta. Bezprostředně po probliknutí zelené na semaforu musí totiž první auto v křižovatce zastavit, aby pustilo chodce, kterým právě také padla zelená.

Další auto, jehož řidič za roh nevidí (překvapivě) tedy zastavuje ve křižovatce též. Mezitím padne červená a auta "blokují" křižovatku - nemůže-li řidič pokračovat za křižovatku, neměl by do ní ani vjíždět - tak nás to učili v autoškole a to samé Vám potvrdí policie, která tuto křižovatku bedlivě sleduje pomocí kamery a vybírá pokuty...

Jednoduché to však v Plzni nemají ani cyklisté. Nezabloudit na Slovanech v systému jednosměrek (pro cyklisty) vyžaduje mapu, pevné nervy a orientační schopnosti.

Překážková dráha v ulicích měst

Proč jsou některé chodníky opakovaně rozkopávány? Jednou kvůli vodovodu, podruhé kvůli plynu, potřetí kvůli kabelovce, počtvrté, popáte... to vše v průběhu několika málo let, tedy před uplynutím doby životnosti chodníku. Proč mají lidé ve městech stále chodit přes nějaká oraniště a nosit si do svých domovů bláto?

Jistě, je to z pohledu nekonečnosti vesmíru záležitost nepatrná, ale z pohledu invalidy, důchodkyně či matky s kočárkem je to naprosto zbytečná přítěž, se kterou musí dnes a denně počítat.

Řešením by mohla být koordinace jednotlivých činností tak, aby byly veškeré rozvody pokládány během jednoho výkopu. Určitě to s sebou přinese spoustu komplikací, ale jak se říká - „Kdo chce, hledá způsoby, kdo nechce, hledá důvody.“

Přínosy:
1. nižší náklady pro stavebníky (jeden výkop místo tří, pěti),
2. nižší náklady na úklid pro domácnosti (méně bláta na botách, méně špíny k úklidu)
3. šetrnost k životnímu prostředí (méně suti = méně odpadu, méně materiálu na chodníky = menší spotřeba přírodních zdrojů, méně kopání v okolí stromů = menší poškození kořenového balu, menší spotřeba elektrické energie v domácnosti na úklid)
4. zvýšení komfortu obyvatel (žádná krosová dráha, estetika, méně prachu v ulicích – méně respiračních problémů, méně zánětů očí)

Posuďte sami, zda by to nestálo za trochu té snahy.
